The EA Shanghai level designer Tao Gu, the “scope of the Dragon Age III has been chaged, which will target next gen platform and will be postpone [sic] to 2014.”
The resume might be referring to the release delay from fiscal 2013 to fiscal 2014 which would fall in line with autumn 2013 release that was officially announced.
EA delayed the release into FY14 in order to assure the game would have plenty of development time. However, the designer noted the “refocus” of Dragon Age III for current to next-gen on his page, which could be a red flag as to why EA didn’t confirm the platforms for the game.
Take with a grain of salt, until we hear it from EA.
