According to American video game retailer, GameStop, blocking pre-owned games on next-gen consoles would impact consumer interest.
Responding on the rumored used games block on next gen console, GameStop VP of public and investor relations Matt Hodges told Bloomberg:
“We know the desire to purchase a next-generation console would be significantly diminished if new consoles were to prohibit playing pre-owned games, limit portability or not play new physical games.”
Hodges added GameStop came to this conclusion based on surveys of its most active customers, the 21 million US members of its PowerUp Rewards loyalty program.

I would probably still buy them, i wouldn't like it though, i mostly only rent video games because once i beat the game i don't really play it anymore. but it is just not only gamestop that it would hurt, game fly, blockbuster would die from that(faster then it currently is), and many small businesses. if they make games cheaper that way(highly unlikely) then maybe it would be better.
a major deal breaker though would be if it can only be played online.
Would still buy PS4, but would be pretty annoyed. Blocking online play is as far as they should take it. Requiring the online playability purchase if you buy a used game.
How would the console ever know if a game was pre-owned. Sounds like just a rumor!
Because they can ad software on the disc that tells the game its only allowed to play on one console.

If I find out tht the Xbox 360 games and the 360 slim hard drive will work on the 720(if it comes out) sure ill buy it. But if they don't then I won't
