Xbox Live ban will not block your Xbox One games library, according to Microsoft’s Major Nelson.
In response to a question relating to Xbox Live bans, Nelson said, “Absolutely not, you will always have access to the games you purchased, but only be banned from multiplayer.”
He also clarifies earlier statement made by the Xbox Support Twitter which stated:
@XboxSupport If my XBOX LIVE account was banned, would I continue to have access to my XBOX ONE games?

Additionall, Nelson said that Microsoft would never cut off access to Xbox One games if the servers go down.
“I’ll just say this: We haven’t even started this generation, so it’s kind of early to talk about the end of the generation.
That’s certainly something that we would not do. That’s not the way the system is designed. It’s designed for flexibility. But let’s get the system out there first.”
