According to Heyimcool on a reddit thread, these photos are completely legitimate, as his father works for Rockstar. “snarkish90” has also pointed out two similar landmarks when comparing the leaked images to San Andreas.
These images have not been confirmed, however it is suggested that this is the overall layout of the world which players will immerse themselves in when the game is made available next year.

It looks as though these images are still in the works. People seem a bit flustered about leaked information, as they’d rather just get the game as a whole.
The final version of GTA V map may differ from this one but only a little bit as the game is not finalized yet. This means this could be prototype ‘in-progress’ map.
